Is okay for cross country runners to get jacked?

I was wondering if I get buff will it affect my performance cause I see professional long distance runners and they’re all skinny.

they’re all skinny because for cross country you need less muscle. More muscle can actually slow you down and make you worse at cross country. If you want to get jacked, try a different sport.
