Yes , Like Dawn said, you get some special mats that are made for carpet over carpet.
Know your rug sizes since these come in sheets like 3x4, 6x8 , 10x12 etc..
You cut these to fit and you can have a couple pcs if you have long runners like you said.
They have a "tackiness" to them and they will gather dirt and dust over time and you can toss in the washer and they come back to life and can be reused.
Shelf liners will leave a residue that will attract dirt and possible stain the carpet below.
Any questions you can e mail me through my avatar .. GL
References :
20 years in flooring as a store owner/installer

Go to your local $ store and get strips of "Velcro" type press on tape. Put it on the carpet or the runners (whichever works)
References :
Have you seen the non-slip shelf liner? It works with traction under the runner and won't move on the carpet. Also I have found that roof sealer and waterproofer, when painted on the back of the runners won't slip.(make sure it is completely dry before putting on carpet.)
References :
Mats are available wherever rugs are sold specifically to put under rugs placed on carpet to hold them in place. They have a sticky quality to them that the mats for hard floors do not. I recently bought some at Kohls but they have them at Bed Bath & Beyond, Target, Lowes, Home Depot etc. and are very inexpensive.
References :
The area rug moves in the direction of the nap on the carpet. The only way you can get around this, short of sewing it on, is to use a double stick tape and tape it on. Since both are moving objects, however, this solution is temporary the area rug will continue to move, unless you replace the tape on a regular basis.
